The San Francisco Children’s System of
Care seeks to keep children at home, in school, and out of trouble. CSOC
is part of a national movement for family-driven, youth-guided care. Services
are coordinated, culturally competent, child-centered/youth-guided, family-driven and community-based. CSOC partners with public and private child-serving agencies that target children, youth and their families
in a multi-agency, multi-disciplinary system of services. In addition to improving service planning,
delivery and evaluation across departments, CSOC aims to redirect resources from institutional care to lower levels of care. In order to keep children and youth out of residential placement, mental health dollars
are used for home and school-based services including in-home therapies, respite care, and tutoring services. A key component of the CSOC reform effort is the role of caregivers and youth as equal partners in
the decision-making and treatment process.

CSOC policy and program administration is governed by the CSOC Steering Committee, a collaborative
of child serving agencies, community providers, caregivers, and youth. The CSOC
Steering Committee provides guidance on incorporating the values and principles of CSOC into the broader child serving system
and tackles interagency challenges to achieving the overall goal of family-driven services. Funding for CSOC is through
a combination of Federal, State, and local funds which flow through Community Behavioral Health Services (CBHS), but have
been used collaboratively to develop programs. Funding sources include a six-year
Substance Abuse and Mental Health Services Administration System of Care Grant, County General Fund, Medi-Cal billing, EPSDT
reimbursement, and in-kind contributions. As a sustainability strategy, the CSOC
Intensive Care Management Team has been integrated into the Family Mosaic Project, a Medi-Cal Managed Care Plan.
